Safe mode can also be called as the diagnostic mode of an OS. It has fixed most of the problem related tothe operating system.. An operating system in safe mode only loads some specific sets of drivers and programs which are required for the basic functioning of the operating system. An OS, which only boots into safe mode by default typically has a problem, such as disk corruption, installation of software that prevents the operating system from successfully booting into its normal operating mode. Safe mode provides access diagnostic features of an OS so a user can troubleshoot what is preventing the operating system from working normally. Thus, we can say that safe mode is only meant to fix an OS.

2. Hold the Shift key and click Restart from the Power menu. It will take you to Startup Settings after the computer reboots. From there choose troubleshooting then advanced options then to startup settings and then finally click on restart to start win8 in safe mode.
3. There always is going to be the option of recovery from disk.
